Foreign Workers in Canada Get Below Pay Scale
A nice looking young adult was fortunate to land a well paying job in Ghana after graduation from the country’s premier university, Legon.
Having worked at this well paying company for sometime, he decided to resign and migrate to Canada after saving enough money to purchase his air ticket.
After going through the necessary procedures in getting his visa to enter the country as legal immigrant, he joyfully embarked on the journey which saw him landing in Toronto.
Several months of staying here with out job, this guy started to fill uneasy as regret started to pour in. Finally, he got a job at one of the nice restaurants called McDonalds as a cleaner.
Yaw as he was fondly called by his friends, however never felt happy whenever Ghanaians pass by to get their breakfast and see him with a mobbing brush and a bucket of detergents cleaning the floor, cleaning the mess on the tables as well as emptying the garbage bin.
Especially when his closest friends comes around and see him mobbing the floor with the brush throwing to the left and to the right with a special rhythmic body movement, and says “abrokyere ye de oo” he feels like getting on the next flight back to Ghana.
When he is on break, he sits quietly at one of the tables over a cup of coffee and begins to reassess himself creating a big challenging mind whether he should return and use his certificate to acquire new paying job or stay in Toronto and struggle on.

Pag-IBIG Holds Membership Drive in Kuala Lumpur
The Home Development Mutual Fund (HDMF), more popularly known as the Pag-IBIG Fund, in cooperation with the Office of the Labor Attaché of the Philippine Embassy in Kuala Lumpur, organized the Pag-IBIG Fund overseas Filipino workers (OFW) Day held at the Filipino Workers’ Resource Center (FWRC) in Kuala Lumpur on August 21.
The event was part of Pag-IBIG’s information and membership campaign for OFWs as mandated by law in Republic Act 9679, otherwise known as the Home Development Mutual Fund Law of 2009. The new law, which took effect in January 2010, requires all land- and sea-based OFWs to become mandatory members of the Fund.
President and Chief Executive Officer (CEO) of the Pag-IBIG Fund Darlene Marie B. Berberabe headed the Pag-IBIG Fund team to Kuala Lumpur that included Senior Vice President for Housing Operations Sector Ophelia L. Dela Cerna, Vice-President for International Operations Group Amado Isabelo Dizon III, Special Assistant to the Corporate Head II Nanette T. Abilay, and Pag-IBIG Overseas Program (POP) Information Officer in Singapore Eric E. Elloso.
The team also brought along with them accredited real estate property developers from the Philippines to market their various middle- and low-cost housing projects in Quezon City, Cavite, Rizal, Laguna and Bulacan.
Pag-IBIG members can avail themselves of a housing loan when purchasing the housing units built by Borland Development Corporation, Charles Builders Group of Companies and Homemark Incorporated. Charles Builders Group of Companies gave away flat screen television sets and air-conditioner units for those who purchased housing units from them during the one-day event.
In her opening remarks, Labor Attaché Dr. Alicia D. Santos thanked the OFWs who attended the Pag-IBIG Fund OFW Day. She urged them to invest with the Pag-IBIG Fund as part of their savings and reintegration plan in preparation for their eventual return to the Philippines for good.
In her message, Pag-IBIG Fund President and CEO Atty. Berberabe urged OFWs to register and invest with the Fund. She invited them to avail themselves of the many Pag-IBIG Fund programs, among others, housing loan, savings program and short-term loans.

Filipinos Cheated of RM46,000 for Work Permits
Twenty-six Filipinos have been cheated out of their passports and RM46,000 by a local “agent” who offered to help them get their work permits from the Immigration Department.
The group, comprising 18 men and eight women, is now unable to return to Manila without their passports.
Filipino Dennis Maglasang Sabeliano said they handed over the money and their passports to the agent after a meeting on June 14.
“He promised us that he would solve our work permit problems,” said Sabeliano, adding that there had been no news of their permits after nearly two months. However,
he claimed that the agent returned earlier this month, asking for another RM4,050 for medical checks required for the work permit, which the group handed over to his “worker”.

Experimental Obesity Drug Beats Placebo Again
The experimental weight loss drug lorcaserin may spur modest weight loss without the heart risks of some older drugs, a new clinical trial confirms though whether the medication will ever reach the market remains up in the air.
Last October, the U.S. Food and Drug Administration (FDA) declined to approve lorcaserin as an obesity treatment, citing research in rats that suggested there could be a cancer risk.
This latest study, reported in the Journal of Clinical Endocrinology and Metabolism, backs up earlier research showing that lorcaserin can shave off some extra pounds.
Of 4,000 obese adults who used the drug for a year, more than 40 percent lost at least five percent of their initial weight versus a quarter of those given placebo pills who lost that much.
And the drug facilitated weight loss without raising the risk of heart-valve damage, according to the findings.
Reports of fatal heart-valve problems are what caused the infamous diet drug known as “fen-phen” to be pulled from the market in 1997.
Still, it’s unclear whether lorcaserin will ultimately play any role in the battle against obesity, which now affects about one third of U.S. adults.
The drug’s maker, Arena Pharmaceuticals Inc, has said it will conduct further research into the potential cancer risk. Arena’s new drug application to the FDA is still considered “open” while the company gathers data to answer the agency’s remaining questions about lorcaserin.
Drugmakers have struggled for years to develop weight-loss drugs that are both effective and safe.
Like fen-phen before it, another diet drug Meridia was pulled from the U.S. market last year after being linked to heart problems in some users.
And lorcaserin is one of three experimental obesity drugs rejected by the FDA in the past year over safety concerns. The other two are Orexigen Therapeutics’ Contrave, which combines the antidepressant bupropion with naltrexone, a drug used to fight alcohol and drug addiction; and Vivus Inc’s Qnexa, a combination of the appetite suppressant phentermine and the anti-seizure drug topiramate.

Tips to Prevent Hypertension
EAT more foods that are rich in dietary fiber like oats, corn, starchy roots and tubers like potatoes, gabi and kamote; fat free milk and for those who cannot tolerate lactose in milk, select soya milk.
START small. Make a few changes at a time. For example, if you eat vegetables only at dinner, try cutting up carrots sticks, or boiled kamote tops with tomatoes and include this in your packed lunch.
SNEAK more fat-free milk into meals to boost daily calcium and other minerals. Add fat-free milk instead of water to your soups and hot cereals. For those who have lactose intolerance, the inability to digest lactose, a type of sugar found in milk and other dairy products caused by a deficiency of the enzyme lactase, it is recommended that they should eat other calcium-rich foods like fish especially the small ones eaten with bones (dilis), and sardines; soy bean curd like tokwa or tofu; small shrimps (alamang), green leafy vegetables like malunggay leaves, saluyot, alugbati and mustasa. TRY to cut down on the amount of fat you eat.
EAT at least five servings of fruits and vegetables every day. Snack on fruits and vegetables.
STOP smoking and limit alcohol intake.
INCREASE physical activity and lose weight if overweight.

Brown Rice Helps BP Control
MANILA, Philippines -- It has surprised many of my friends when I told them that I am recently taking a blood-pressure (BP) lowering medication. I don’t drink alcoholic beverages, I don’t smoke, I run half marathons, I take fiber supplements, I spend for a lot of veggies for house consumption, and I had two years of almost a clean bill of health from my annual executive check-up. So what caused my 140/100 BP? Sporadic stress?
It could be, having gone from several sleepless nights of trainings, class schedules, and other work-related concerns. But here is the real score. At a certain age, we really need to keep watch of our blood pressure as changes in diet and lifestyle can easily take its toll without us really being fully aware of how our own body responds to it.
From my usual 90/60 BP 12 years ago, it has slowly risen to BP of 120/70 (upon waking up), that went un-noticed. I must have neglected those simple headaches that may have been sending me some signals. So, to all of you, have your BP checked now before it's too late.
As part of my dietary precaution, I have no choice but to cut down on my sodium intake as this mineral plays a critical role in the regulation of body processes including that of blood pressure. Sodium causes blood vessels to retain fluid which in turn forces the heart to work harder to pump blood throughout the body.
Research showed that sodium may also cause blood vessels to dilate, constricting and slowing blood flow. This can cause the heart to work harder and blood pressure to increase.
Reducing sodium intake is not really a big deal for me, but I was all the more challenged as to what else may be lacking in my diet to give me more defense against any health problems I may not even be aware of. One thing I started to consider in my diet is the inclusion of brown rice. I had known about this a long time ago, but let us face it - we sometimes do not give attention to something, unless we need it so badly.
So what’s in brown rice that makes it healthy? Commonly called the unmilled or partly milled rice, this rice variety is definitely more nutritious than the usual white rice – despite having the same amount of calories, carbohydrates and protein per serve (or per ½ cup as point of reference). When rice has undergone polishing processes, nutrients, like amino acid (tryptophan), vitamins (B1 and B3), and minerals (Manganese, Selenium, and Magnesium) are lost. Aside from those micronutrients, the oil in the bran (that helps lower LDL cholesterol) is also lost.
With these nutritional benefits in mind, let us not ignore the useful substances. Manganese, along with Magnesium, can help the body produce energy. Interestingly, Manganese is also a critical component of a very important antioxidant that provides protection against damage from free radicals produced during energy production. Versus white rice, brown rice provides more fiber into your diet, which contributes to heart health, colon health and even weight management.
Brown rice is truly beneficial to our daily diet. If you are afraid to experience new tastes and textures with your staple food, you can initially mix it with your white rice, until you can fully embrace its sensorial qualities.

Rising Fee of Hiring Maids in Malaysia Leaves Employers Reeling in Disbelief
Hiring maids can hit the pockets hard and deep as checks with maid agencies show that the initial outlay for a foreign maid can be as high as RM12,000
This is a 50% increase from RM8,000 just two years ago.
The payment now includes between four to six months of advance salary for the maid.
Desperate and unable to afford the steep fees, many employers are falling prey to illegal agents, who are taking advantage of the situation to make a quick buck.
These agents either promise them lower rates and then disappear along with the maids after collecting the deposit, or conspire with the maids to misbehave or refuse to work as soon as the three-month guarantee period is over.
The employers are no longer entitled to a refund once the guarantee period is over.
When asked, most agencies said they did not have any Indonesian maids.

Gadhafi son Khamis dead: Libyan rebels
AGENCE FRANCE-PRESSE - An image grab taken from footage broadcast by Libyan state TV shows what it said was Khamis Gadhafi, Moamer Gadhafi's youngest son, visiting "victims of NATO raids" at a hospital in an unspecified location on August 9, 2011. A rebel minister said Khamis Gadhafi, whose death was announced several times since Libya's conflict erupted but was never confirmed, was killed south of Tripoli and buried on August 29, 2011. TRIPOLI - A rebel minister said a son of Moamer Gadhafi, Khamis, whose death was announced several times since Libya's conflict erupted but was never confirmed, was killed south of Tripoli and buried on Monday.
"One of the rebel leaders confirmed to me that Khamis was killed somewhere near Tarhuna, about 80 kilometres (50 miles) south of Tripoli," the opposition justice and human rights minister Mohammed al-Allagy told AFP.
"He may have been killed in battle. The rebel leader said he had been buried," Allagy added.
The rebels said on Sunday that Khamis may have been killed the day before in a clash between their fighters and pro-Gadhafi forces.
Rebel military spokesman Ahmed Omar Bani said Saturday that Khamis could have been one of several people killed when rebel fighters in Tarhuna intercepted a military convoy with several "brand new Mercedes vehicles".
""As our fighters were trying to block the passing of the convoy, they were violently attacked and shot at," said Bani.
"The brigade in Tarhuna responded and hit two vehicles in the convoy, killing their occupants.
"We faced strong resistance (from the pro-Gadhafi convoy) to protect these two cars which is why they were totally destroyed and burned with their occupants caught in the crossfire," he told reporters in Benghazi.
Bani said "it is very difficult to identify the charred bodies, but the soldiers captured on the spot told us that they were bodyguards of Khamis Gadhafi."
Khamis, 28, the youngest son of Gadhafi, commanded a brigade seen as the most effective and loyal force of the Libyan leader. Rebel fighters captured its base south of Tripoli in fierce fighting on Saturday.

Eagles disarm Archers, gain twice to beat
MANILA, Philippines - A fully energized Ateneo ran roughshod over archrival De La Salle, 79-62, to secure their 11th straight win and twice-to-beat incentive going to the Final Four of UAAP Season 74 men’s basketball tournament at the Smart Araneta Coliseum yesterday.
Nico Salva (19 points), Kiefer Ravena (13), Emman Monfort (13) and Tonino Gonzaga (12) spearheaded Ateneo’s surge in the second half en route to the rout that not only assured them of a Top 2 finish after the elims but also moved them closer to a 14-game sweep.
“It’s important for the players to just focus on the next game against UP, then against NU then against Adamson,” said coach Norman Black, who also logged his 90th victory as AdMU tactician since 2005.
“We’ve talked about it (sweep) this week just to get it out in the open and we just decided to take it one game at a time. But if we get the opportunity to score a sweep then we’ll go for it,” he added.
A sweep would give Ateneo automatic slot in the finals, where they will enjoy a thrice-to-beat bonus.
Unlike in their 74-70 win over University of the East where Black complained that energy level was low, the Eagles were fully energized and focused against the Archers, storming to leads that reached a high of 21 (78-57) despite Greg Slaughter going into foul trouble.
“We didn’t have to motivate them that much whenever they play La Salle,” said Black. “We understand they (Archers) really needed this game to try to get into the Final Four and we just wanted to come out and beat them.”
Slaughter scored only eight points in 18 minutes, committing two quick fouls in the first period and picking up his third in the third quarter.
“I gambled a little bit by leaving Greg in the game with three fouls in the third. I think that made a big difference,” said Black, noting how Slaughter’s presence opened it up for Ateneo’s perimeter shooters and slashers.
Arnold Van Opstal shot 13 for La Salle, which slid to 4-7.
Earlier, University of Santo Tomas survived an atrocious shooting day to prevail over University of the East, 54-45, and firm up its hold of the fourth spot.
Cameroonian Karim Abdul and veteran Jeric Fortuna presided over a decisive 14-4 assault in the fourth quarter to tow the Tigers to their sixth win in 11 outings, one-and-a-half game ahead of No. 5 La Salle (4-7) and two ahead of National U (4-7).
UST pulled off its second straight triumph despite making only 21 of 75 attempts for a woeful 28 percent. This is the second lowest field goal shooting for a winning team since La Salle had a 27.6 percent clip in a 64-63 victory over UST on July 26, 2009.
But the Tigers knocked down the important baskets in the payoff period with Abdul scoring six of his game-high 16 points and Fortuna making five of his 11 points as UST pulled away from a tight 40-39 game to a 54-43 bulge, 13.4 seconds left in the contest.
“This is the momentum I’ve been looking for in the second round. I hope we can sustain it because our target is not only to hold on to the fourth Final Four slot but to possibly end up No. 2 as well,” said UST coach Pido Jarencio, whose wards posted their third win in four outings in the second round of elims.
According to Jarencio, the Tigers initially could not find their rhythm, allowing UE (2-9) to seize a 30-24 lead despite committing 16 errors in the first half.
“Our defense in the first half was atrocious. We were not going after the ball, we were not boxing out. We’re the No. 1 team in rebounding but UE outrebounded us by seven in the first half,” he said.
“Luckily we found our rhythm in the second half and crashed the boards and we ended up tied in rebounding (49-49),” he added.
Jhon Sumido led the way for UE with 10 points.

Supsup tops 2 Miss 'U' surveys
MANILA, Philippines -- The Philippines’ Shamcey Supsup leads in two worldwide surveys on candidates favored to win the 2011 Miss Universe beauty pageant in Sao Paulo, Brazil, on September 12.
Telemundo, an American TV network that broadcasts in Spanish, has consistently shown Supsup in the lead. As of 3 p.m. Sunday, Miss Philippines remains in top spot with 1,312,018 votes. Miss Venezuela was second with 1,094,993; Miss Nicaragua, 702,151; Miss Thailand, 509,249; and Miss Dominican Republic, 422, 287.
Another survey, sponsored by missosology, one of the websites on beauty pageants, also had Supsup leading.
In the missosology survey, Miss Philippines received 1,908 votes followed by Miss Puerto Rico with 814, Miss Indonesia with 433, Miss Mexico with 234 and Miss Venezuela with 222.
But the survey that matters most is the fan vote being conducted by the Miss Universe Organization in which the leading candidate lands a spot in the pageant’s semifinals. The results will be announced on coronation night (September 13 in the Philippines).
Local supporters of Supsup can vote for her at www.missuniverse. com or www.nbc.com.
Last year’s Miss Philippines, Maria Venus Raj, topped the MUO survey but the results did not count in the selection process. This year the organizers changed the rules.
This developed as Supsup and 14 other candidates have been invited to grace the Itaipava GT Brasil car race yesterday. This is the second time she was invited to a special event related to the pageant.
Last Thursday, Supsup was in the group that took part in “Operation Smile.”
Aside from Supsup, other candidates invited to the car race were Miss Angola, Miss Australia, Miss Bolivia, Miss China, Miss France, Miss Italy, Miss Kosovo, Miss Malaysia, Miss Mexico, Miss Portugal, Miss Puerto Rico, Miss USA, and Miss Venezuela.
They will be joined by reigning Miss Universe Ximena Navarette of Mexico. She will act as the checkered flag girl.
Supsup said she is enjoying her stay in Sao Paulo, despite the hectic schedules of fittings, social events, videotaping, tours, and personality interviews.
She said her roommates are Miss Korea Sora Chong and Miss Montenegro Nikolina Loncar whom she considers as her best friends. “We get together very well, we do things together most of the time, and we love to hang out in the hotel’s 8th floor where the computers are located. That’s where we keep in touch with the people in the Philippines via ym,” she said.

Moms' smoking linked to psychiatric meds in kids
NEW YORK (Reuters Health) - Kids whose moms smoked while pregnant were more likely to end up on medications such as antidepressants, stimulants and drugs for addiction in a new study from Finland that hints at maternal smoking's effect on a baby's developing brain.
While the findings don't prove that cigarette smoking during pregnancy causes changes in kids' brains or behavior, they offer one more piece of evidence that should encourage women not to light up while pregnant, the researchers wrote in the American Journal of Epidemiology.
The new study is "entirely consistent with a large and still-growing research literature on the effects of prenatal and secondhand smoke exposure on the mental health of children," said Dr. Michael Weitzman, who studies that topic at New York University Medical Center and was not involved in the new study.
"I found it very interesting and very important," Weitzman said.
The research, he added, is the first he knows of that looks specifically at use of psychiatric medications in kids whose moms had smoked.
That's important, the authors noted, because tracking medication prescriptions may pick up on more mild conditions than studies that only include kids who are hospitalized for mental illness, for example.
Mikael Ekblad of Turku University Hospital and colleagues used Finnish data for 175,000 kids born in the country between 1987 and 1989.
At that time, midwives had asked all new mothers if they smoked during pregnancy.
The researchers then matched those birth records to a nationwide database of prescription drugs covered by insurance between 1994 and 2007 -- when the kids were between five and 20 years old.
One in 11 kids was prescribed a psychiatric medication at some point during that period, including anti-anxiety drugs, antipsychotics, antidepressants, stimulants and drugs for addiction.
Of kids and teens whose moms didn't smoke during pregnancy, 8 percent were on at least one of those drugs during the study period.
That compared to 11 percent of those whose moms smoked less than 10 cigarettes a day, and close to 14 percent whose moms had lit up more than 10 times per day.
The link remained when researchers left out babies who were born early or very small -- other factors that could affect future mental health.
It also stuck when they looked at each class of drugs on its own, and was strongest for stimulant drugs that target attention problems and hyperactivity and drugs for addiction.
Weitzman said the finding that depression medications were also linked to smoking was a "new and intriguing" one that would have to be examined in future research.
The study did have its limitations. For example, Ekblad and colleagues couldn't take into account whether moms had been on psychotropic medications themselves, or if they used alcohol or illicit drugs during pregnancy.
They also didn't know which dads smoked while kids were in the womb -- or if either moms or dads smoked after the babies were born, when their brains would have been still developing.
Weitzman said that it's "so hard to disentangle" the effects of parents' smoking during pregnancy from smoking when kids are growing up.
After all, he said, kids who are exposed to one kind of secondhand smoke are often exposed to both.
"Very few women smoke just during pregnancy," he told Reuters Health.
Exactly how smoking could change a growing baby or child's brain is unclear.
The researchers said it's possible that nicotine could affect brain development, or that access to oxygen during pregnancy might be reduced when moms smoke.
Either way, "At the very least, parents need to be educated that they might be doing brain damage to their children" if they smoke during key times in development, Weitzman said.
He added that doctors should keep this in mind and look out for mental health problems in their young patients.

Reduce Anger to Live a Healthier Life
Did you know that you can die from anger? Anger can cause a number of life-threatening incidents such as stroke, high blood pressure, heart attacks and cancer.
It may also flare up illnesses such as diabetes, back pain, skin disorders, stomach problems and asthma.
Well known cardiologist Dr. Willie Ong has these tips on how to reduce anger. They are:
Rest well. Don’t overwork yourself. When you try to work too hard you pressure yourself. If you’re well rested, it will be harder to make you angry. Take a walk, or sit down with a friend. These activities can help you to relax.
Exercise. Physical exercise can reduce stress and tension. By getting your body tired from exercise, you won’t have the pent-up energy to get mad anymore. Exercise also releases feel-good and happy hormones.
Don’t drink alcohol. Alcohol and anger are a deadly combination. Please do not be tempted to drown your anger in alcohol because this may lead to bigger problems later on.
Wait your anger out. If you’re angry with someone, don’t confront the person right away. Wait awhile. Try doing slow, deep breathing exercises in the meantime. If possible, delay confronting him or her for a day. When the time comes, your anger might have passed already.
Think long-term. Ask yourself: Is this issue I’m angry about going to affect me in a year’s time? How about in 10 years? If the answer is “No, it won’t affect me,” then you might as well forget about it.
Get busy. People who have nothing much to do tend to become more irritable. Little things that other people are doing become a bigger deal and a source of irritation. It’s better to focus your energies on your own projects.
Distract yourself. If you feel your anger rising, one trick is to distract yourself. Read a magazine, look at a different scene, or mentally think of a beautiful place. This will shift your mind to other things.
Give yourself some allowance. You don’t have to be a perfectionist. Prepare yourself in advance for delays, traffic problems, and glitches in meetings.
Avoid unpleasant situations. Know the things that usually make you angry. Are you going to a meeting or a party you’re not comfortable in? Before getting yourself stuck in those situations, try to either prepare for it or just avoid it.
Pray. As the Bible tells us, “Love your enemies. Pray for those who persecute you.” This is hard to do, but forgiveness and acceptance may be the only permanent release from anger. Everybody makes a mistake, knowingly or unknowingly. That is why Jesus teaches us to pray, Forgive us our sins, as we forgive those who sin against us. Yes, it’s easier said than done.

Entrepreneur Advocates Bayong Revival Among Pinoys
Entrepreneur Larry Gile believes reviving the bayong is a good way to encourage Filipinos to go local while at the same time help protect the environment.
Larry started Bayong is My Bag only less than a year ago, but so far, he has gained a steady following.
“I got tired of creating art without purpose until I started designing for woven bags by other entrepreneurs and saw the potential,” Larry says.
Larry started tapping weavers from the Bicol region for his own business. He saw how beneficial it is for the environment if people start using bayong again not only when going to the palengke (instead of plastic bags) but also as an everyday bag.
To make the bayong even more attractive, Larry also incorporated art in the woven bags.
“If we use the term reuse, recycle and reduce, we can have ‘re-art’ which would mean creating something with utility and art,” Larry says.
So far, Larry says he has been receiving positive response from those who have seen his artworks. He hopes that more artists like him would use their talent in pursuing their advocacy. Although instead of canvass, he uses woven materials.
Aside from painting and designing bayong, Larry also offers place mats, tissue holder and recycled bottles.

Irene moves to Canada, U.S. damage estimated at $7 billion

NEW YORK — The remnants of Irene reached Canada Monday after barreling through the northeastern United States where the storm claimed at least 18 lives and caused estimated economic damage of up to $7 billion.
Millions of people were without power along the East Coast after the huge storm — now downgraded to a post-tropical cyclone — passed over the Big Apple and headed for Canada.
The Miami-based National Hurricane Center warned late Sunday of "major river flooding occurring in parts of the northeast," after President Barack Obama cautioned that recovery efforts would last for "weeks or longer."
"I want people to understand that this is not over," Obama said in a short statement in the White House Rose Garden.
"I do want to underscore that the impacts of this storm will be felt for some time . . . Power may be out for days in some areas."
The governor of Vermont, Peter Shumlin, said his state was in "tough shape" while New York state's Andrew Cuomo warned of "tremendous flooding" in the Catskill Mountain area north of Manhattan.
In New Jersey, Governor Chris Christie said roads and rails were "impassable" in some areas, and much of the state had seen "significant flooding."
Localized flooding occurred in the south and east of Manhattan, with more serious incidents in Brooklyn, where the famed Coney Island amusement park took a battering and outlying beaches were swamped.
There was heavy flooding along the low-lying south shore of Long Island where high tides, rain and ocean surge drove waves right up against expensive beach houses. Floods were also reported far inland after torrential rain.
At least 18 deaths were blamed on the storm, which first slammed into North Carolina on Saturday as a Category One hurricane, before turning north up the coast and weakening.
Initial property damage estimates ranged up to $7 billion.
The youngest victim, an 11-year-old boy, died when a tree crashed through his apartment building in Newport News, Virginia.
The Federal Aviation Administration announced that New York area airports — John F. Kennedy International Airport, LaGuardia and Newark — would reopen on Monday. More than 10,000 flights were cancelled across the eastern United States.
The New York Stock Exchange said it was set to reopen as normal Monday morning.
"The good news is the worst is over and we will soon return to restore and return mode," New York Mayor Michael Bloomberg said, announcing that 370,000 people ordered to evacuate could now go back home.
More than a million evacuees in New Jersey were also headed home, Christie said.
City officials however warned that commuting into New York could be a nightmare this week with no firm indication of when public transport would be back on track following an unprecedented shut-down just ahead of the hurricane.
"You're going to have a tough commute in the morning," mass transit chairman Jay Walder said.
Walder said buses could start running soon, but subway trains needed extensive testing of lines and equipment.
Irene also left swaths of territory without power, including one million in New York state, most of them on Long Island, according to Cuomo.
In New Jersey, 650,000 people had lost power supplies, while in the greater Washington area, nearly two million people lost electricity. In Massachusetts, 500,000 customers were without power.
Virginia's Governor Bob McDonnell told MSNBC his state had seen the second biggest power outage in its history.
"It's going to be days, perhaps a week, before all the power's restored. We just ask people to be patient," he said.
About 200,000 households have lost power in Canada, officials said.
Some 65 million people live in the urban corridor from Washington north to Boston. More than 4.5 million customers lost power in that area and well inland.
In Atlantic City, a gambling resort on the New Jersey shore, locals started to put their lives back together, while counting the costs of a weekend shutdown during the high season.
"We were expecting to make good money, but you cannot fight with Mother Nature," said Riaz Rajput as he removed plywood storm screens from the windows of his shop.
On Cape Cod in Massachusetts, waves of up to six feet (1.8 meters) crashed over some coastal roads, but most residents and tourists let out a collective sigh of relief.
"We're having a little bit of a hurricane party," said T.J. Wolnar, who was confident his beachfront home could withstand the high winds.
"It's good the storm isn't as strong as it was going to be."
Hurricanes are rare in the northeastern United States — the last major hurricane to hit New York was Gloria in 1985.
Meanwhile, the National Hurricane Center reported that a new tropical storm, Jose, had formed and was approaching Bermuda.

Irene shuts down New York, kills 12

WASHINGTON - (UPDATED 10:50 p.m.) The death toll from Irene has risen to 12 across five eastern US states, emergency officials said Sunday, as the hurricane was downgraded to a tropical storm, passing New York City.
Half of the deaths were in North Carolina, where Irene made landfall early Saturday morning with 85 mile (140 kilometer) per hour winds, before heading up the eastern seaboard and scoring a rare direct hit on New York.
The toll rose from eight overnight with new fatalities including a man hit by a falling tree in North Carolina, a woman in Maryland hit by a falling chimney, and a man killed by a storm-related electrical fire in Connecticut.
The breakdown of fatalities was: six in North Carolina, three in Virginia, and one each in Connecticut, Florida in Maryland.
The youngest fatalities were a boy killed by a falling tree in his apartment in Newport News, a city on a coastal peninsula in Virginia, and a girl who died in North Carolina.
"A 15-year-old girl was killed in a car accident on her way back from the beach after vacationing in North Carolina," explained emergency official Patty McQuillan. "The traffic light at the intersection was not working, the power was out."
North Carolina emergency management spokesman Brad Deen said one of the six victims in his state was a man who had a heart attack on Friday while nailing plywood over his windows in preparation for the hurricane.
Two people were also killed in the state in separate driving accidents. Another North Carolina fatality was a man struck by a falling tree limb while outside feeding his animals.
One storm-related death was a 55-year-old surfer who took to his board in treacherously high waves off the Florida coast on Friday.
"We had sent out an advisory recommending everyone check beach reports and use an abundance of caution before entering the water," state emergency official William Booher told AFP.
Irene is on track to continue up the east coast Sunday into the densely populated northeastern states of Connecticut, Rhode Island and Massachusetts. Officials warned that flood damage from Irene's heavy rains may be felt for days, and millions of people are without power.
Hurricane Irene, which has been downgraded to a tropical storm Sunday night, lashed New York shutting down America's largest city and flooding outlying communities after killing at least nine people along the US east coast.
The first hurricane to hit the Big Apple for a generation crashed into Manhattan's skyscrapers overnight, accompanied by lightning, reports of tornados and near horizontal walls of rain.
As Irene approached the New Jersey shore, its wind strength diminished to 75 miles (120 kilometers) an hour, at the threshold of hurricane status. But it still remained a massive storm.
The hurricane made its second landfall near Atlantic City, New Jersey, just before sunrise Sunday and its eye was "nearing New York City," the National Hurricane Center said.
New York City resembled a ghost town after 370,000 people were told to evacuate flood-prone areas, including near Wall Street and at Coney Island, and mass transport was shut down.
Subway trains, buses and the famous Staten Island ferry all closed Saturday, as did all nearby airports, paralyzing the city. Part of the George Washington bridge, connecting Manhattan to New Jersey, was closed.
The immediate fear was that torrential rain, a maximum high tide and more than eight feet (2.8 meters) in wind-driven ocean surge would flood Battery Park in southern Manhattan and on into the narrow streets of the Wall Street district.
But by 1230 GMT the seawalls appeared to be mostly holding, although water lapped over the edges into a park on Manhattan's East River.
There was also severe flooding in beach resorts on Long Island, to the east of the city, and along the famed Jersey shore to to the south.
In Brooklyn, which has a long, low coastline, some streets suffered substantial flooding and the few cars about also had to negotiate a growing number of downed tree branches.
The howling winds set off a number of car alarms and police patrolled the deserted streets and outside shuttered subway stations.
While nearly all shops in the city of more than eight million people were closed, Sam Hamad decided to keep his corner store open. He reported brisk business selling New York bagels, coffee and basic groceries.
"This store is like my own home, so I decided to stay open, even though I had to drive half an hour from where I live to get here," she said.
Claudette Wright, a caregiver at a home for the sick who was heading to work in the storm, was happy to find a shop open.
"I work 16-hour days, so I need my coffee," she said.
In a dramatic press conference late Saturday, Mayor Michael Bloomberg said the time for evacuations was "over."
"At this point, if you haven't evacuated, our suggestion is you stay where you are," he said. "Nature is a lot stronger than the rest of us."
Irene made its first US landfall Saturday at 8:00 am (1200 GMT) at Cape Lookout, North Carolina, near a chain of barrier islands and quickly proved deadly.
At least nine people died Saturday -- in car accidents, by heart attack and by falling trees -- in North Carolina, Virginia and Florida. The youngest victim, an 11-year-old boy, died when a tree crashed through his apartment building in Newport News, Virginia.
The storm then reentered the ocean off the coasts on Virginia and Maryland.
On its passage up the coast, Irene knocked out power supplies for well over a million people, triggered the cancelation of more than 8,000 flights, and forced nearly two million people to evacuate, half of them in New Jersey.
In New York, more than 70,000 people woke without electricity, especially in the outer boroughs of the Bronx, Brooklyn, Queens and Staten Island, power provider Con Edison said.
Officials say Manhattan's skyscrapers are not at risk of serious damage, but warn that power outages might strand residents without light, water or elevators.
The disruption took on an international character after the area's three big airports -- John F. Kennedy International Airport, LaGuardia and Newark -- were ordered to stop all flights at 10:00 pm (0200 GMT).
The flightaware.com website, which tracks airport arrivals and departures, estimated that 8,337 flights would be canceled during the weekend, mainly US domestic trips. It warned that the figure would rise.
President Barack Obama, who cut short his summer vacation, visited the Federal Emergency Management Agency's operations center in Washington on Saturday, where he said the east coast was in for a "long 72 hours."
Obama chaired a meeting at the National Response Coordination Center set up to marshaling federal and local hurricane-relief efforts.
"This is going to be a tough slog getting through this thing," Obama said during a video teleconference including senior federal officials and local government agencies.
Some 65 million people live in the urban corridor from Washington north to Boston, and experts have said the damage could cost anything up to $12 billion to restore.
Hurricanes are rare in the northeastern United States -- the last major hurricane to hit New York was Gloria in 1985.
PRC SCRAPS MASS OATH-TAKING FOR NURSES
MANILA, Philippines - No more lavish oath-taking ceremony for newly licensed nurses in the country.
The Professional Regulation Commission (PRC) has shelved the traditional mass oath-taking for those who passed the licensure examination for nurses.
Labor Secretary Rosalinda Baldoz said the PRC decided to scrap the oath-taking for newly licensed nurses as part of the government’s austerity measures.
“Starting with the nursing graduates who successfully passed the July nursing licensure examination, there will be no more mass oath-taking,” Baldoz said.
PRC chairperson Teresita Manzala said the Board of Nursing (BON) issued an official communication withdrawing the request for the usual inspirational and congratulatory messages from top government officials which would have been published in the traditional souvenir program marking the oath-taking of newly registered nurses who hurdled the July 2011 licensure examination.
The BON is the regulatory board for nursing professionals under the PRC.
Manzala said the BON cited the current socio-economic conditions being experienced by Filipino families, especially in the income class where majority of the nurses belong, as main reason for the cancellation of the mass oath-taking.
“While the oath-taking is a requirement of law, the Board (of Nursing) decided to simplify it to save on costs and other expenses relevant to the holding of the traditional mass oath-taking,” she added.

RH bill benefits poor mothers
MANILA, Philippines — Mothers in indigent communities would greatly benefit from the passage of the Reproductive health (RH) bill now being debated in Congress by getting better access to modern family planning methods.
Sen. Pia Cayetano, chair of the Senate committees on health and demography and youth, women and children, stressed this point during heated plenary debates on the bill.
Citing different names and cases of women, Cayetano said many of them would want to avail themselves of contraceptives from local health centers but could not do so as many local government units (LGUs) have passed ordinances banning use of contraceptives.
She said she does not believe the contention of a colleague, Senate Majority Leader Vicente Sotto III, a staunch critic of the Rh bill, who believes contraceptives should be the least of local governments’ priorities.
“I don’t believe that contraceptives should not be a priority. It does not have to be number one priority, but if you look and take the time to speak to these women, it is very important to many of them to plan their families,” Cayetano said.
The senator said it is vital for RH services to be made available and accessible to women in respective towns or barangays as opposed to making them avail of these services elsewhere. Historically, she said women traditionally bear the brunt of suffering with their children.

Fight Cancer, Avoid Meat
HAVE you considered eliminating meat in your diet?
Studies have found a strong connection between colon cancer and processed meat such as hot dogs and cold cuts, as well as beef and pork.
Women who ate approximately one ounce of processed meat (about one slice of bologna) two or three times a week for a decade were 50 percent more likely to develop colon cancer. Eating only two ounces of red meat a day, on long-term can increase the odds of rectal cancer by as much as 40 percent.
Colon cancer isn’t a carnivores only concern. Women who downed 1.5 servings of meat a day had nearly twice the breast cancer risk of those who ate fewer than three servings per week. Why? Carcinogens are created when meat is cooked at high temperatures as well as when it’s processed with substances such as nitrates.

LBP ties up with Italy’s Poste Italiane
The Land Bank of the Philippines has tied up with Poste Italiane, the Italian government post office, to bring remittance service closer to Filipino workers in Italy.
Poste Italiane has 14,000 branches all over Italy and Filipinos can transact their remittance business with any of these branches, whether they have an existing account with Landbank or not.
Government-owned Landbank also has partnerships with Korea Post and Japan Post.
According to Landbank OFW Remittance Group head Roberto Vergara, remittance activities with the Japanese partners are going smoothly and gaining momentum despite the calamities that hit Japan in March.
“Even after the calamity in Japan, remittance inflow remained strong,” said Vergara.
Filipinos in Japan are sending remittances via 233 Japan Post bank branches and 7,000 post offices with international services.
Funds credited to Landbank accounts can be withdrawn from any of the bank’s 900 ATM’s all over the country.

Pacman, Marquez ready for press tour
Manny Pacquiao and Juan Manuel Marquez : Photograph Philstar.com
MANILA, Philippines - The stage is set for the Manny Pacquiao-Juan Manuel Marquez press tour, and chief promoter Bob Arum said a couple of days ago he can already feel the excitement.
“There is no question, there has never been a press tour that will have encompassed this distance,” the ageless and energetic Top Rank chief told Ring TV.com.
“This is incredible because it’s one complete tour that is going around the world,” he said of the tour that swings by Manila, New York, Los Angeles and Mexico City in just six days.
It will cover a total of 25,000 miles, and both fighters, plus members of their small entourage, will practically hop in and out of planes, both commercial and private, night and day.
It’s green and go.
But that’s unless Hurricane Irene, with gusts of up to 115 mph and an incredible wingspan of 500 miles, stands in the way of the tour’s New York City stop on Sept. 6.
People will start arriving in Manila on Sept. 1, including Marquez and his handlers, Arum and his team, Pacquiao’s trainer, Freddie Roach, and a handful of mediamen.

15 Filipinas in HK Duped by Farm Jobs That Don’t Exist in Canada
Apparently Filipinas are willing to give up domestic helper work in Hong Kong for worm picking jobs in Canada.
At least 15 Filipinas are believed to have been duped into paying nearly HK$180,000 for inexistent farm jobs in Canada.
Documents obtained by The Sun showed the Filipinas were asked to pay a placement fee of 1,500 Canadian dollars each to work as “worm pickers” at a farm in Toronto.
The jobs were offered through advertisements placed in community newspapers by Honey Bee Employment and Trading Services, a recruitment company registered with the Employment Agencies Administration of the HK Labour Department.
In response to queries from The Sun, Honey Bee proprietor Maria Fe Albano said she herself had been victimized by a man who claimed that his company in Canada, Helping Hands Services Incorporated, was recruiting up to 50 farm workers from overseas.
She said she remitted all the money paid by the applicants to her Canadian contact she identified as a Mr. Vicente M. Macalipay, with office address in Main Street, Vancouver.
But after sending the money, she said she could no longer contact Macalipay.
According to one of the complainants who identified herself as Jonie, she paid Honey Bee a deposit of CAD$500 on Feb. 28 this year, and was interviewed the next month.
She completed the payment afterward, on the assurance that the labor market opinion (LMO) that certifies that the job is available would be issued in May. She was reportedly told that the processing of her work papers would be completed within four to six months.

Bahrain’s PM donates to Bukidnon High School
Sheikh Khalifa Salman bin Al-Khalifa. Photo credit: asiantribune.com, Poor Filipinos have long been benefiting from the generosity of Sheik Khalifa Salman bin Al-Khalifa, the prime minister of Bahrain.
Whenever the country faces a calamity like typhoon Ondoy, the prime minister is always on the list of foreign donors helping the country.
Recently, he responded to the request of a sick teacher in Bukidnon High School in Malaybalay.
Sarah Querol has been teaching for 32 years in Bukidnon.
Most of her students belong to cultural minorities and lack knowledge on new technology.
Querol said she just read on the newspaper that Sheikh Khalifa helps the poor.
Although it was a long shot, Querol still sent him a handwritten letter requesting for a DVD set and a computer. She never expected that her small wish would come true.
Students and faculty members of the Bukidnon High School were so happy with the donation they received from the prime minister.

22 Pinoy Illegals From Bahrain Arrive Home
Twenty-two Filipinos who were caught working illegally in Bahrain arrived back home Saturday.
The workers, who had been staying at the Philippine Embassy’s half-way house in Manama, Bahrain, for several months, were finally able to leave after Philippine Embassy officials secured exit visas for them.
Philippine Ambassador to Bahrain Ma. Corazon Yap-Bahjin accompanied the repatriated workers back to Manila aboard a Qatar Airways flight.
Yap-Bahjin said the workers were under the care of the embassy for over four months while embassy officials worked to get travel clearances from their employers.
“Most of them are runaways who could not adjust to the cultural conditions there. Had they gone through the legal process they would have been briefed by their recruitment agencies on what to expect,” she said.
Yap-Bahjin said the embassy staff were able to speed up the travel clearances for the workers since it was the month of Ramadan, when people in the Gulf State are in a more giving and forgiving spirit.

DoH sees hope in 'tawa-tawa' as dengue cure
MANILA, Philippines — Department of Health (DoH) Secretary Enrique T. Ona announced Friday that preliminary laboratory testing of the plant “tawa-tawa” (scientific name: euphorbia hirta) suggests that it may have “some effect” in treating dengue patients.
While Ona said these tests remain inconclusive, the Department of Science and Technology (DoST) will continue its research on the active ingredient in the plant that appears to be effective in beating the virus.
“It looks like they (DoST scientists) have already isolated the active ingredient in the plant and it appears that it really has some effect,” Ona told the press during a forum organized by the Philippine Information Agency (PIA) in Quezon City.
Believers in herbal medication have long claimed that tawa-tawa is effective in curing dengue patients but there had been no formal scientific research to confirm it.
Dengue survivors who claim they were cured by the plant professed that their blood platelets count increased after drinking water from the boiled plant.
Ona said it is better to have a research-backed method of using the plant rather than just using it as one would use any tea – boiling the leaves and drinking the juice.
“It is scientific to find the component, the active ingredients... hopefully, they will be able to isolate it and come up with a concentrated form,” he said.
Ona said he has not heard of any side-effects from drinking the water from the boiled plant and that doing so serves well for rehydrating a dengue patient.
The website “factoidz.com” describes tawa-tawa as a weed with numerous flowers measuring between 5 and 8 centimeters each, with sepals and petals that are obovate-oblong, yellowish green and covered with large, reddish-brown blotches.
Herbalists recommend that the plant – complete with its flowers, leaves, stem and roots – be boiled and the juice given to a patient at a dose of one cup every hour to have a positive effect in 24 hours.
Doctors noted that severe dengue cases involve dehydration, hemorrhage, and bleeding of the nose, ears and gums. This condition leads to anemia and organ failure.
4-S strategy
Meanwhile, Department of Education (DepEd) Undersecretary Yolanda Quijano said they are helping the DoH in disseminating awareness and information about dengue by applying the 4-S strategy of the agency: The 4-S strategy includes Search and Destroy, Self-protection, Seek early treatment, and Say no to indiscriminate fogging.
She said parents, teachers and principals in the following areas have embarked on activities that would combat dengue and prevent its rise: the cities of Quezon, Valenzuela, Caloocan, Manila, and Pasig in Metro Manila and the provinces of Ilocos Sur, La Union and Benguet, among others.
“We also discussed what to do or where to go if ever there is no doctor in their areas and also what students can do to avoid dengue,” she said.
In Pangasinan, Mayor Julier Resuello of San Carlos City called for a massive blood donation event on September 6 at the city’s gymnasium to collect enough supply for dengue patoients.
Those qualified to donate are people aged 18 to 65, weighing at least 50 kg. or 110 lbs. with hemoglobin level of 125 g/l (minimal level), blood pressure range of 90-180/mm/Hg (systolic), 60-100 mm/Hg (diastolic).
In Imus, Cavite, dengue cases are increasing but local health authorities have told Mayor Homer T. Saquilayan that it has not reached an alarming state.
In response, Saquilayan ordered an intensified anti-dengue campaign with a weekly clean-up drive in barangays (villages), which started Friday in Malagasang II-A and II-G.
Dr. Noralyn V. del Mundo, municipal health officer, confirmed that out of 156 reported cases of dengue in Imus over the past 33 weeks, there had been one fatality.
In Navotas City, the number of dengue cases decreased having listed only 247 patients to date this year as compared with the 840 cases in the same period last year.
Dra. Liberty Domingo, health officer said Navotas ranked second in terms of the lowest rise in dengue incidence among the 17 areas in Metro Manila.
Domingo owed this to the “aggressive intensified drive against dengue,” spearheaded by Mayor John Reynald Tiangco and the City Health Office. (With reports from Liezle Basa Iñigo, Anthony Giron, Ed Mahilum and MB Research)

Bakuna vs Rota Virus Ipapamahagi

DOH Reports 204 New Cases of HIV/AIDS
The Department of Health (DOH) yesterday reported 204 new cases of HIV/AIDS in the country.
In its Philippine HIV and AIDS Registry, the DOH said the new cases were registered in July, bringing to 1,220 the total number of HIV cases this year. Of the number, 27 cases have progressed into AIDS.
The latest cases brought to 7,235 the total number of HIV cases, including 884 AIDS with 327 deaths since January 1984.
The registry showed that 11 of the 204 cases were drug users who acquired the AIDS virus by sharing contaminated needles. The rest got infected from sexual contact.
“Males having sex with other males (MSM) were the predominant type of sexual transmission at 81 percent. There were two reported deaths for this month,” the DOH noted.
The new cases are all males in the reproductive age of 24 to 30 years old and the highest monthly increase in HIV/AIDS cases in the country.
Commercial sex workers used to be the main contributors of HIV/AIDS cases in the country. But in 2007, the DOH observed growing cases among the sector of MSM, including straight men who have sex with men out of curiosity.
In 2009, the agency noted increasing cases among injecting drug users, particularly in Cebu City.
Disease experts have warned that injecting drug users might cause the rapid spread of the virus because a contaminated needle is usually used by four to 10 individuals during a session.
The registry reported that of the 7,235 cases, 6,572 were infected through sexual contact; 183, needle sharing among injecting drug users; 54, mother-to-child transmission; and 20, blood transfusion.
In an earlier interview, Health Assistant Secretary and chief epidemiologist Dr. Eric Tayag said that the DOH is undertaking various intervention programs to reverse the trend.
